Kyoto costs more than it did last year, and more than the guidebooks say. Two things drove it: accommodation rates that rose faster than anywhere else in Japan, and a lodging tax that went up tenfold at the top band in March 2026.

Editor’s note
The number that surprises people is not the hotel or the flight, it is daily transport, because Kyoto no longer has a cheap all-day pass. Budget for subway rides and the occasional bus rather than a flat pass, and the rest of this page will land close to what you actually spend.

Accommodation is roughly 60 per cent of a mid-range Kyoto budget, and it is the single line where your choices change the total.

Kyoto is now the most expensive city in Japan for a bed, ahead of Tokyo, and rising fastest. The April signal — record price, falling occupancy — tells you the constraint has shifted. You will find a room in cherry blossom week. You will just pay for it.
The lodging tax, and how it ambushes you
Charged per person, per night, at check-out. Never included in the price you booked.

The old structure, until 28 February 2026, was ¥200 / ¥500 / ¥1,000. The top band went up tenfold.
Two rules that decide which band you are in:
- Meals are excluded. A ryokan charging ¥60,000 per person including kaiseki dinner is banded on its room-only component. If you are near a threshold, ask.
- A shared room divides by headcount. ¥120,000 for two = ¥60,000 each = ¥4,000 each. ¥200,000 for two = ¥100,000 each = ¥10,000 each, ¥20,000 for the night.

That last row is not a typo. At the top of the market, the tax alone over four nights costs more than a week in a business hotel.

Budget ¥800 to ¥1,100 a day. The 1-Day Pass breaks even at five rides, which a temple-heavy day produces easily and a walking day does not.
Two passes that no longer exist: the Bus One-Day Pass (abolished, sales ended September 2023) and the Subway & Bus 2-Day Pass (abolished 2021). Both are still recommended all over the internet.
One pass that no longer helps: the Kansai Thru Pass was renamed Kansai Railway Pass Lite on 1 April 2026 and no longer covers Kyoto’s subway, Kyoto’s buses or the Randen tram. If you bought it expecting Kyoto transport, you bought the wrong thing.

Does the JR Pass help? For a Kyoto-focused trip, no. The 7-day national pass costs ¥53,000 from 1 October 2026, and a Tokyo–Kyoto–Osaka–Tokyo run is about ¥29,000 point to point. We do the full arithmetic in How Much Does a Trip to Japan Cost?.
The regional pass that might: the JR Kansai Area Pass at ¥2,800 for one day up to ¥7,000 for four covers Kyoto, Osaka, Kobe, Nara and Himeji on JR, and includes up to two reserved Haruka seats — so it covers your airport transfer. If you are doing Kyoto plus two or three day trips, it pays.

Budget ¥3,000 to ¥6,500 a day. The single best-value decision in Kyoto: book your kaiseki at lunch, not dinner. The same kitchen, the same chef, fewer courses, roughly a third of the price. A ¥25,000 dinner has a ¥7,000 to ¥9,000 lunch equivalent.
The cheap version of a tea ceremony is to skip the ¥4,000 formal one and drink matcha in a temple tea room overlooking the garden. Daisen-in at Daitoku-ji charges ¥400.

Budget ¥1,500 to ¥2,500 a day for two or three sites. Kyoto’s free tier is unusually strong — Fushimi Inari, the Imperial Palace and the bamboo grove are on most people’s top five and cost nothing between them.

Three real budgets
The frugal week — ¥63,000 ($396) per person, 7 days
Hostel dorms at ¥3,500. Convenience store breakfasts, standing soba lunches, one izakaya dinner every other night. The 1-Day Pass on three days and cash on the rest. Free sites — Fushimi Inari, the Imperial Palace, the bamboo grove, the Philosopher’s Path — plus one paid temple a day. Feasible, and genuinely not a compromised trip: the best two hours in Kyoto cost nothing.
The mid-range five days — ¥137,500 ($864) per person
A business hotel downtown at ¥17,000 with a communal bath. Two or three temples a day, one kaiseki lunch, dinners at obanzai izakaya, the 1-Day Pass on temple days. A day trip to Nara. This is the version most people should budget for.
The splurge four nights — ¥272,000 ($1,708) per person
Two nights at a Gion ryokan with kaiseki dinner, two downtown at a good hotel. A private tea ceremony, an odori performance, one Michelin lunch. Note that at ¥240,000 a night the lodging tax alone adds ¥20,000 a night for two — build it in.
Frequently asked questions
How much does a trip to Kyoto cost per day? About ¥9,000 ($57) as a backpacker, ¥27,500 ($173) mid-range, ¥68,000 ($427) comfortable, per person, including accommodation and the lodging tax.
Is Kyoto more expensive than Tokyo? For accommodation, yes — roughly 20 to 25 per cent higher and rising faster. Food, transport and entry fees are similar or cheaper.
How much is the Kyoto tourist tax? ¥200 to ¥10,000 per person per night in five bands, based on your room-only price and divided by headcount in a shared room. Charged at check-out and never shown on booking sites.
Do I need the Japan Rail Pass for Kyoto? No. For Kyoto plus two or three regional day trips, the JR Kansai Area Pass (¥2,800 to ¥7,000) is the right product, and it includes reserved Haruka seats from Kansai Airport.
What is the cheapest way from Kansai Airport to Kyoto? Local trains with one change at ¥1,860, about 1 hour 48 minutes. The limousine bus at ¥2,800 is the best compromise with luggage; the Haruka at ¥3,640 is fastest.
How much should I budget for food in Kyoto? ¥3,000 a day eating cheaply, ¥6,500 mid-range with one proper dinner, ¥15,000 eating well twice a day. Book any kaiseki at lunch and you cut that top figure by roughly two thirds.
What is free in Kyoto? Fushimi Inari, the Kyoto Imperial Palace, the Arashiyama bamboo grove, the Philosopher’s Path, Nishiki Market, every shrine approach, the Nanzen-ji aqueduct and the Kamo riverbanks. Two very good days without an entry fee.
When is Kyoto cheapest? January and February excluding New Year, then the June rainy season. Rates roughly halve against cherry blossom and autumn.

Two people, five nights: a worked total
Abstract daily figures are hard to act on. This is one specific mid-range trip, priced line by line, for two people sharing.

Three ways to cut ¥60,000 from that without ruining it:
- Move two of the five nights to Osaka. Rooms run 40 per cent cheaper, the lodging tax is a fraction, and the Hankyu train is ¥410. Saves roughly ¥30,000 for two.
- Go in February instead of April or November. Rates roughly halve. Saves ¥60,000 or more on its own.
- Drop the kaiseki lunch and the tea ceremony, and drink ¥400 matcha in a temple garden instead. Saves ¥23,000 and, honestly, the temple version is more peaceful.

Kyoto is now the most expensive of the three, and the gap is entirely in the bed. Food, transport and entries are all similar or cheaper here than in Tokyo — a Kyoto temple at ¥500 to ¥800 costs less than a Tokyo observation deck at ¥2,500.

The biggest savings in this article earn us nothing, and we would rather say so:
- Book your kaiseki at lunch instead of dinner — same kitchen, roughly a third of the price. Saves ¥16,000 per person.
- Move two nights to Osaka — rooms run 40 per cent cheaper and the Hankyu train is ¥410. Saves around ¥30,000 for two.
- Go in February instead of April or November — rates roughly halve.
- Drink ¥400 matcha in a temple garden instead of a ¥4,000 formal ceremony. Daisen-in at Daitoku-ji is the one we would pick.

Before you book
Two things worth pricing before you commit. Flights into Kansai or Itami, since Kyoto has no airport of its own and the arrival airport changes your transfer cost. And left-luggage storage if your room is not ready on arrival, because Kyoto Station coin lockers are usually full by mid-morning in high season.
